The menu, no. You can play multi-screen games on multiple monitors if they are plugged in and the appropriate commands are issued, but the menu will always be displayed on the primary screen.
You can use Windows settings, I believe, to 'clone' your screen on another plugged in monitor, but that would not allow you to use multi-screen games on anything but one screen at a time.
