That isn't a hard disk, it's drum memory. That was actually used as primary program storage the way RAM is used now. There were all sorts of programming tricks associated involved in maximising performance due to the sequential nature of drum memory. The story of Mel is a rather famous piece of computer folklore involving drum memory. It got displaced by a combination of magnetic cores for primary storage and hard disks from secondary storage.
