The settings I posted on forums.bannister.org weren't meant to be used with raster graphics, actually it was specially created for Star Wars, but might work for other vector games too.
The used bloom settings are definitely to strong for raster graphics. A raster.ini I like to use is attached to this post.
The current bloom algorithm in MAME is a fast but simple approximation of a Gaussian blur. It is created by several down-sampled layers of the original texture, that are linear interpolated and merged together. Each layer is based on the previously down-sampled layer, which leads to the run-off of the bloom in lower layers
