they're the de-suicide sets, like the phoenix stuff.
a lot of PCBs are being converted to use them, and one of my Asian contacts purchased a 'universal Sega repair kit' which he thought would be something interesting (maybe a way to reprogram the FD1094s) but actually just turned out to be a bag full of these roms (many of which, rather worryingly, had clearly been ripped from other PCBs because some hadn't actually been reprogrammed and matched other games. I say worryingly because I doubt the people doing this cared to even dump the roms before wiping them, it's how rare things get lost)
Documenting them now means that in 20-30 years if somebody buys one of these PCBs and dumps it it will be identified correctly by MAME, we've already seen PCBs sold where the bootleg roms have had the original labels put back on.
