What you're referring to in the second case is bilinear filtering. In general you don't pass the output of a bilinear filter through an unsharp mask. There are numerous enlargement algorithms, e.g. 2xSAI and its friends that are designed to preserve straight edges at various angles, and waifu2x that uses neural networks and is supposed to produce visually appealing results for anime. Of course none of them will work as well as enlarging a vector image, but there's more to image scaling than nearest neighbour and bilinear filtering.
