The problem you describe is inherent of image interpolation. Graphic programs don't distinguish between text and images in a bitmap. It's just a continuous collection of pixels. However, what you did in Word worked because you placed a bitmap and then the text, and Word knew that they were separate stuff.
If you think of Word as a very very basic vector drawing program only managing text and bitmaps, that's exactly what vector drawing programs do. I do all my work in vector drawing programs, and only use GIMP for bitmap specific stuff. The result is mixed in Inkscape, which renders text at the desired resolution (just as Word), and then exported to PDF or another bitmap.
I hope the explanation makes sense. I tried to explain something similar to a guy doing practices in my office (just graduated from college) and the guy didn't seem to even understand the difference between a bitmap and a path.
