Hmmm.... ok, since you asked...

1) Tempest is one of the oldest ROMsets in MAME. By this time, I can't imagine there was any activity on the Tempest driver in the last 50 versions of MAME 2) Because I'm trying to work on my Tempest game and was using MAME for some assistance. I wasn't trying to test MAME. I encountered some MAME issues and I thought it would be worthwhile to report them.

Not as easy and quick and straightforward as it sounds. As I said, I was working on my cabinet, not on MAME. I didn't want to spend the next hour or however long or short to download the latest MAME, especially knowing nothing has changed in the Tempest driver in a long time.
Ok, I know those are not acceptable answers to you all, so I just went to download the latest version. Now all the ROMsets I had that did work in my previous version, that have since been updated, no longer work. So all the games I had that were working fine are gone and I have to acquire all those ROMs again.
Further, I'm running a Windows XP 32 bit machine, when I try to run MAME64 (using MAME GUI MAMEUI with the 164 version), I get an error that it's not a Win32 machine.
Ok, again, I know the feedback will be, go out and buy an updated computer, then download MAME and test again. Wow, thanks for all that help. I thought I was helping by reporting a problem (which, by the way, has been confirmed on the current MAME by a MAME developer friend, so I didn't see a problem reporting it from an old version). Never mind I guess.
Hey wait, couldn't any of you guys help by testing on your current version of MAME? You probably could have confirmed the problem quicker than writing the replies to me saying to run the test again with the current version and all ROMsets. No, you just prefer to beat on me because I didn't use the exact current version.
So since I have an old PC that can't run the current version, could any of you run the test and report back?
