It's been possible to reconnect the more major nerves in limbs for quite a while now. A friend of mine was blown up in Iraq while serving in the US Army, and had his left hand almost completely severed, but they were able to reattach it and most of the nerves. He has some sensation loss, but he definitely still has feeling in that hand.
Given that the kid in this situation is 8 years old, his nerves are still growing, so it puts him in an even better position to gain back most sensations in his hands. It will likely take a while and a lot of physical and occupational therapy, but I see no reason why he shouldn't wind up having a full or almost full ability to feel in his hands.
