Eyes was developed by Rockola who released it in the US with the generic bezel you see on Mr. Do's site. What you've found is the bezel for the European version by Zaccaria (the porthole shaped opening is classic Zaccaria style). Actually, it appears to be an image from flyer, as the final bezel is slightly different (see below).
Due to shipping costs and/or import tariffs, a lot of arcade games in the 80s came to Europe as PCBs with local companies building cabinets for them locally. Most of those cabs were pretty plain or just copies of the US/Japanese versions. Zaccaria was different. They were an Italian pinball company with on-staff artists and facilities for making pinball backglasses which they were able to modify to produce bezels. The artwork is sometimes quirky but always very colorful and creative (often more-so than the original art). Also, it seems like no one told the artists that many of the games had vertical monitors, because the "portholes" are almost always horizontal.
