The JPAC installation instructions on the Ultimarc website specifically recommend disconnecting low voltage (12v and 5v) from the JAMMA connector to prevent this issue. Also, you should not run the power supply without a load, so if you do not have a JAMMA arcade board connected to it, disconnect it from the A/C power to prevent it from burning up.

If your arcade has a power supply that originally powered a JAMMA board, you should disconnect it from the power. See attached picture. The power supply is the box thing on the left.

The JPAC will not work through a USB to PS/2 adapter. I believe there is a special cable available from Ultimarc for this purpose.
