How to test if J-PAC is dead?

Hi, I've a J-PAC ordered less than two months ago.
The first time I tried connecting it to my arcade machine it worked for a few minutes. After fiddling with it, it shorted and the monitor went black.
I managed to find an electrician who fixed the monitor and now the original JAMMA board works fine, but I'm a little nervous about putting the J-PAC again. The electrician also replaced the original JAMMA connector, which had a few problems of its own, and resoldered all the cables.

After connecting the J-PAC to my PC again (but just the
PC), it seems to be dead.

If I just plug the J-PAC with the USB cable, the self test led lights up and stays on so it should be OK. The J-PAC is NOT connected to the arcade machine, it's just connected to a PC, but the PC does not detect anything. Windows doesn't make a sound, Device Manager does not refresh/show anything new. Tried with a few different computers, putting a PS/2 keyboard into the pass-thru, nothing works. The PS/2 keyboard leds lights up for less than a second and then stays off. Also tried connecting to a PS/2 PC port with an USB to PS/2 adapter, does not work either.

So I've a few questions that hopefully someone can help me with:

- Should the J-PAC work/turn on/be detected if it's just connected to a PC via USB or PS/2?
- Is the SELF TEST led reliable? Can something else be blown?
- Can I test it connecting it to a JAMMA connector with the arcade off? I don't want to kill the monitor again.
