If you are leaning towards a laptop consider going up about 500-700 for something a bit better and if possible an integrated nvidia. Start with the screen and find one that has at least 1080p. Go from there. In the 500 dollar range you are probably looking at 720p screens. Which really is not very good...
Considering what you have pretty much *any* current processor will be better than what you have now.
For 500-800 or so you could get a decent desktop. You probably will need a new monitor or at the least an adapter for hdmi as there is not much that has dvi/vga anymore.
I built a very capable intel nuc for about 500 bucks (16 gig ram, 320gig ssd). Doesnt play much on the 3d side newer than 3-4 years ago but pretty good for anything emulation related. You could probably do a lot better. But I really liked the form factor
