Xeons haven't been "dual core" since 2007. Vas probably meant build your own system and use the most modern Haswell Xeon that you can afford.
Xeons are used in the Mac Pro and in servers but there's nothing stopping you from using one (as long as the mobo accepts a Xeon CPU) in a PC you build yourself.
