No. Download and run this: http://www.microsoft.com/en-us/download/details.aspx?id=35 then try again.

If it still doesn't work, open mame.ini with notepad, scroll down to where it says

#
# DIRECT3D POST-PROCESSING OPTIONS

and set HLSL_enable to 0.
