Key and cipher negotiation happens before any content is served. They can't serve a page if the server and browser can't agree on a mutually acceptable arrangement. Also, Firefox 3.6 and Win2k are both ancient and both expose many well-understood security vulnerabilities. You're asking for trouble using a setup like that to browse.
