I used to play that game a lot, and mostly as Akuma (using MAME). What you've described above does seem right, iirc. But I can't say I've ever heard Psylocke's voice... Then again, it's been a long times since I played using the P2 side.
eta: I was thinking, at some point, when using Akuma - it seems like they use Juggernaut's voice... I can't seem to recall where exactly. I could be wrong though.
The way I always did the Akuma code: (highlight whichever character, wait 3 to 4 seconds or watch the other player's 'Insert Coins' letters flashing, move over the correct characters, on the last character - wait another 3 to 4 seconds) PAUSE the Game Emulator. Press and hold the required buttons. Unpause.
