Information. A neutral, and sensible, process would be to ask oneself why those things are and all. If it wasn't somewhat evident already that they mean MAMEdev is primarily about current MAME. (Yes, I could've said only that...it didn't at the time occur to me. Lesson to me, just in the spirit of top-down/concise.) As no one else answered, there is likely no derivative build that provides the features asked for.
In fact, this is likely an Arby thread: 'you mean, you're wanting current features in an older version so you can run newer MAME, that isn't really new, on your decade-old machine?'
