LOL no, that comment is extremely obsolete and has nothing to do with this bug. "coins don't work if sound disabled" refers to MAME's sound being disabled (i.e. -nosound) Back in the DOS days, if you ran MAME with -nosound then MAME didn't emulate sound CPUs at all. So games where the sound CPU also handled inputs (e.g. Toaplan games) couldn't be played with -nosound, you could only watch the demo. We've come a long way since then :-)
An arcade game that can't be played if the demo sound dipswitch is set to off doesn't make any sense. This has to be a genuine MAME bug, probably related to cabal_sound_irq_trigger_word_w() which is a blatant hack.
ETA: Sorry Stiletto, I hope you don't think I'm laughing at you. I'm laughing at the incredibly outdated comments that keep turning up in driver after driver. The comment about needing to prevent "colour overflow" in one of the Data East drivers was a doozy...
