Robocop 1 was a very anti-commercialism, anti-big corporation movie. It showed just how bad things could get if you let corporate overlords take over a city in their own way. Regardless of its theme, it became very popular...
And so, toys, comics, and two cartoon series were created.
Frank "Goddamn Batman" Miller wrote the original Robocop 2 treatment, which was declared unfilmable, and it was heavily rewritten and sanitized with a hammer into the Robocop 2 we know today.
I will say this... if you think the Robocop 2 film was cheesy, or bad, and you just don't like it, it could've been much worse. Frank Miller's script was adapted into a nine issue comic book by Avatar Press in 2006, and my god it is an ABOMINATION. IT MAKES ROBOCOP 3 LOOK GREAT IN COMPARISON.
