Would this work for you in a .bat file?

set MINGW_ROOT=..\mingw\mingw64-w64
set PATH=%MINGW_ROOT%\bin;%MINGW_ROOT%\opt\bin;%MINGW_ROOT%\Qt\bin;%PATH%

gcc -v

make

pause
