Do you think this ArcadeVGA card this can be fixed?

My ArcadeVGA card died so I ordered a new one. After inspecting the old I thought someone might be able to fix it. It appears two capacitors failed, I have no idea what they are called, but replacing them might make the card work again? See attached pictures. What do you think, worth it to fix?
