Because quality doesn't matter. It's a business, and if crap sells, then they make crap.
However, I'd argue that if people watch it, it's because they enjoy it. If they change the show in any way, people who like it would start not liking it, while the people who didn't like it wouldn't magically start watching it (since they wouldn't know about the changes). So maintaining the style of the show to keep the $$$ coming in is vital, no matter things like quality.
Hence shows like Futurama, which have a loyal but not too large fanbase, don't make enough money to keep them running.
