IPAC Ultimate not being recognised by computer or winipac

I have connected 20 buttons to the ipac. This is my first time I don't know much about this stuff... but am learning lots fast.

I have connected the first 6 rgb led lights to the first 6 ports for the led lights. My first rgb led is lit a whiteish purple the board is passing power to the LED's as it should. Well, for one button at the moment.

The board itself has no lights on it, even though the USB wire is connected. Nothing is showing in my device manager, nothing seems to happen when I connect / disconnect the ipac. Would it be dead? brand new windows 8 machine... I have tried the USB inputs in the front and back of the machine.

I would imagine the ipac would show with no buttons connected, and just the usb cable connected is this not correct?
