It's actually a very old bug that merely developed more obvious symptoms with the palette refactoring. Try turning up the brightness slider in 0.152 in games affected by the bug (e.g. galaga) You'll notice that the black background stays perfectly black no matter how much you increase the brightness, rather than brightening to grey like it should.
