The picture (paint skillz FTW!) shows exactly how the track goes "through" the building, with a bit of exaggeration. There are two distinct buildings connected by a walkway, and there's a structure that curves over the two buildings, like a giant tarp. The claim that the racetrack goes through the hotel is based on it going under that misshapen dome, under the walkway, between the two clearly separate buildings.
