Hi,
You say that you do not have a roms folder. Not sure if that's a typo or you have your roms somewhere else. Make sure the INI file points to the correct roms directory.
First, make sure you are using the correct version of the emulator. If you have a multi CPU computer, use the emulator_multicpu.exe. If you do not have a multi-cpu machine, use EMULATOR.EXE.
Also, try deleting all NVRAM and CFG files (in the nvram and cfg folders).
Additionally, if all else fails, delete all of the files (except your ROMs) and re-download it.
What games are failing for you? I just checked the few that I have and they loaded fine.
