In this case, "new" would mean "ElSemi's begun development again" which would get fanboy hopes up again that the project was continuing, this bug or that bug would be fixed, etcetera.
Development has not continued, but instead old but never-before-seen builds have been uploaded, so that meaning of the word "new" is not valid. The most he may have done was compile the code.
"new" as "never-before-seen" is valid. They're just not new.
Now if development was starting again, that would be news.
