I think Peter Jackson is in a similar position to where George Lucas was when he made the Star Wars prequels: nobody dares to question him or edit his ideas. I guess the Tolkein family just turned everything over to him, you'd think they would object to major changes and new characters. New Line certainly doesn't care, as long as they get to milk the cash cow.
