Nah, not the alternator. The car is a 2003 Honda Accord, and there has been no record of the battery ever being changed. After 10 years, batteries can tend to die. Doesn't help that my buddy/roommate has on occasion left the lights on and other battery draining things.
As for whether there was any other things leading to the nasty shock, we have had a bunch of snow and whatnot in the area, and I did have a bunch of melted snow on my hands. So it was likely extenuated because of that.
Overall, I know that a car battery doesn't have enough punch to do serious damage, but damn, when you aren't expecting it to hit you the shock, pun not intended, is quite a bit.
As for monitor anodes, if I EVER come across a situation where I need to discharge one, the discharge tool will be a steel rod about 3 feet long with a five inch wrapping of rubber around the handle where I hold it and multiple ground connections while I'm standing in rubber soled shoes on a completely dry rubber mat. Lol.
