To clarify what jasd is looking at:
- the actual MAME SVN is at svn://dspnet.fr/mame and as such is the only official source repository. It does not currently have a way to publicly view this via HTML. (Micko was working on adding this to mamedev.org but it's not ready yet.)
- http://git.redump.net/mame is Duke's original unofficial GIT mirror of MAME's SVN, with the benefit that it is publicly viewable in a browser. It is a one-way sync from SVN to GIT - you can't submit to the GIT mirror and see it applied to MAME SVN.
- http://git.redump.net/mamegit is Duke's new experimental unofficial GIT mirror of MAME's SVN. Like his original GIT mirror, it is publicly viewable in a browser. It is also bi-directional: with the appropriate setup, someone with both a git.redump.net account and a dspnet.fr/mame account can apply changes to redump.net and they're synced to MAME's SVN.
In all cases, people need official accounts to make changes, and those are only made upon request to MAMEDEV. Otherwise, you're submitting source patches as usual using http://mamedev.org contact form.
There's also an unofficial GIT mirror at https://github.com/mirror/mame
Again, the only official source repository is at dspnet.fr. (This is why I'm not always a fan of unofficial mirrors - it's clear jasd is confused as to what's official...)
