That'd be right - it's in the wet. They have big, wide, straight roads and it's dry almost all the time. People drive really fast without wearing seat belts in the dry. When it actually rains, the water combined with the dust and oil on the road creates a really nasty slick, and people don't have much experience driving in the wet because it's almost always dry, so they have no idea what to do. Cars slide everywhere and carnage ensues.
