Most likely Pong Kombat 3 was 68K-Mac only.
Given its date of release (Supposedly January 1996), Pong Kombat 3 would have been for MacOS System 7.5.3 or older. Definitely System 7.
This page (http://tabmok99.mortalkombatonline.com/pk3.html ) posts screenshots of it running under ARDI Executor. Fusion and Basilisk II would also have been used at the time that page was made.
These days, to emulate a 68K-based Mac running System 7, you can run MESS or possibly Basilisk II.

Sadly, PowerMac emulation isn't that great. You can try SheepShaver or PearPC. Anyhow, that's for Windows-based hosts.
