I've been unable to reach it for... an extended time.
1.6.4 is a patch to remedy the upcoming terrain rewrite that you can see in the snapshots. If not applied to an old (1.6.2 or earlier) world,biome specific effects (color, spawns from swamps/witch huts/nether fortresses, etc) will not remain in place when 1.7.x comes along.
You would certainly lose that witch hut, and the witches could spawn anywhere in the explored world that the new code decides is where a hut would be.
On top of installing it, all explored areas need to be revisited to load them and save with the new data. This won't stop the ugly biome terrain change discontinuities (got lost in that word) that we will see when venturing into unexplored areas.
Yeah, I'm saying that it might be better to scrap the whole world YET AGAIN. 1.7 will bring sanity to the biomes, so there won't be a desert full of ponds bordered by taiga, jungle, and plains. "Oceans" shrink to 3km lakes, still plenty big enough. There's an "amplified" terrain option that does awesome things but requires a powerful computer. I'll leave out new features here.
I don't think they've fixed the new boat-displacement bug yet....
