GLSL filters for Linux have been in MAME/MESS since long before the HLSL ones.
They have not so many options as the HLSL (and you need to manually edit the filters rather than using a slider control), but they do a quite terrific job if you use e.g. cgwg CRT filter

Also, Arbee promised that eventually all HLSL goodness will come to Unix/OSX, but we have to wait some more...
