In my version, I just replaced the D3DPRESENT_INTERVAL_ONE in d3d->presentation.PresentationInterval = ... with D3DPRESENT_INTERVAL_IMMEDIATE and that's it.
Isn't -nothrottle the stuff that lets the game play as fast as it can so that, on a good PC, you see the game like if you did fast forward?
