Indeed, it's an ATI Radeon HD 4550.

Just to make this clear, so that there are no misunderstandings: While recording, the camera was not connected to the PC. It had nothing to do with software that does screen grabbing or anything like that. I just held the camera in the screen's direction and filmed my monitor and how I press a key on the keyboard. I'm a bit confused because you specifically mention the anomalies in the context of recording instead of just saying that there are bugs in general. So, do you just mean: "The drivers have bugs that are noticable when recording the screen with a high speed camera" or do you mean: "The drivers have bugs when a high speed camera is connected to the PC and something is done with the camera"? Because the latter is not the case. I just did the same stuff as the guy in the video: Just manually filming the monitor in my room.
If you were speaking generally: Are there any ways to fix those bugs? Anything to remove the ATI-Diect3D-specific lag, so that vsync in Direct3D works like vsync in DirectDraw?
