Sounds like it has to be calibrated inside the test menu. Press F2 to bring up the arcade operators menu and see if you can find something that says calibration mode. Once inside either shoot or click to calibrate then exit when done to save it. The cursor should move now. Also you have to equal mames cursor with carnevils cursor if it has one so they shoot in sync.
