Well it used to be more about making men out of boys. To give you the skills to "be prepared" in life, and to help you learn trades and working skills. It's just at the time the Boy Scouts were formed, most boys and men at the time were into fishing, hunting, camping, crafting etc...
When I was a Boy Scout there were plenty of "indoorsy" artsy, and tech type badges to earn like Veterinary Medicine, Electricity, Model Building (easy one), Salesmanship, Robotics, Sculpting, hell even READING.
