Yes. I have heard (not sure of its veracity) of a common/major problem/scam in Russia, where people taking a 'relatively expensive' (ipad, laptop, etc) piece of equipment, and then INTENTIONALLY walking or jumping out into traffic to try to get hit by a car, then claim the equipment was damaged and demand a cash payment from the driver of the car for 'intentionally destroying equipment' (not even necessarily injury!). Effectively I think they're exploiting a legal loophole in russian injury/damage law. Dash-cams are used to prove that the driver was not intentionally hitting said pedestrian.
