Good grief, I hope he's doing OK. There's no way I'd even attempt something like that. If tweezers and a razor blade are needed and it's not a splinter, you're going to the emergency room.
Dogs are the worst around bikes, they're totally unpredictable. On the trail I ride, people walking very often just let their dogs run around loose. I saw a woman take a pretty hard fall last year when someone's dog randomly decided to dash right into her front tire.
