Yeah man, this is fact.
Very many PC games released over Valve's Steam for example (or EA Origin), and even buying game in some retail shop and setuping it from DVD(s) you got not full game content, some significant parts will be downloaded from net only at launch time.
BUT, as I already sayd, pirated console versions you can download from net and play on hacked console faaaar before that day.
IMHO "big PC game piracy" is kind of urban legend, console and handheld piracy is much bigger now.
