Since it wasn't brought up here...and often isn't brought up when people discuss these kinds of weird "fashion" selections....it's supposed to be art. Plain and simple.
Just as some paint on a canvas, or draw on a piece of paper, or compose something on the piano...these weird, often impractical fashion pieces are using the body as art.
Keep in mind, art isn't always supposed to be pleasing to the eye or the senses. Art is supposed to evoke an emotion. Sometimes the emotion the artist is trying to get the observer to feel is shock, disgust, anger just as it is with paintings, music, poetry, etc.
In the world of fashion, sometimes more practical or useful ideas are spawned from these weird or quirky pieces, again just as with painting, drawing, or music. How many times have you seen sketches of concept cars that are sooo over the top, or impractically designed? the designs would never work in the real world, but often ideas from those concepts are put into real life production cars?
