If your desktop shows on the HDMI display, obviously the cable and your TV are fine, right? MAME does not "run low-res", it runs at your current resolution by default. So unless you have changed that yourself, then resolution is not the problem either.
By default, MAME always runs on your primary display, which is your laptop screen. That's why you don't see anything on the external display. It's like I said, you need to either make your HDMI TV the primary display, or find out how to configure MAME to run on the secondary display. MAME does not know that you have a secondary display hooked up until you tell it.
Actually there is a third "solution" which is to run MAME in a window and then dragging it onto the secondary display.
