The RV100 series was the Radeon 7xxx cards. If you're running that card, how old is the rest of your hardware?

...though people have run Windows 7 on worse hardware, I'm sure.

Is your card an old first generation ArcadeVGA? If so, I'm pretty sure there aren't any Windows 7 drivers.

Also, if you're running 64-bit Windows 7, you're probably doubly screwed in the driver department with a card that old.

If it's a normal ATI card, then look here for a Vista or Windows 7 driver, if they have one...

Are you using an arcade monitor? If so, you might want to consider Windows XP 64-bit edition (instead of Windows 7), along with CRT_EmuDriver and GroovyMAME. Check out the links in my signature below.
