Yes, the major issue with CDs remaining un-redumped is simply that whoever dumped them originally no longer has them. (This is also why I strongly recommend that if you dump a disc, you submit it as bin/cue and not as CHD directly; that way we have the bin/cue on file in the event that future CHDMAN changes require another round of redumps).
