It "hangs", as it the speed stays consistent rather than dropping for a bit before detecting and printing the HD Loader version.
As near as I can tell in my testing, the fix that might have regressed the detection was, ironically, a bugfix for another game in the driver which was going to a black screen after eeprom initialization (a working game, fishfren). Until both can be happy, this looks like the short end of the stick.
