It is indeed possible your computer is not fast enough. Back in the early days of MAME Turbo's emulation would only have made use of audio samples for the audio (effective WAV file playback) but later on it started making use of MAME's discrete/analog audio simulation system (because that is what the audio really IS, in Turbo) sometime around MAME 0.83 or around 8 years ago.

Eventually, the sample support will be removed and it will be completely discrete audio simulation-driven. (which will probably make it run even slower, but it will be better documented and "more accurate" and such is life if you've followed MAME for a while)

Unfortunately I do not have a benchmark in front of me indicating what performance computer is required for 60fps playback. (although here in MAME 0.137 Bryan Ischo shows a Intel Atom 330 (Dual-Core, 1.6 Ghz) w/ 2 GB running it at only approx. 75% speed, not 100% speed: http://www.ischo.com/mamebench/ - even with a 20% overclock to 1.9 GHz it only got to 91% speed - and this is with audio/video output disabled. Also MAME 0.137 was 2.5 years ago now so the goal posts have moved...)

Can't say why but my gut instinct is telling me you may be trying to run it on similarly speedy old-school hardware. Perhaps a little faster, perhaps not.

One way to see what's going on is to display the FPS meter on screen.

An additional cause of stuttering can be the game's refresh rate, which is actually 59.090908 Hz in this case (I believe) (not 60 Hz). Using some sort of synchronization of video can cause stuttering in this case, but I forget the details. If it turns out that my gut instinct is wrong and FPS remains fast enough and never dips, then you have a MAME configuration issue.
