Problems applying patches to 64-bit 0.146

Okay, people, I need some help.

I'm quite new to MAME, and even newer to command lines. I've been trying to apply patches to 64-bit 0.146, but I keep getting error messages when I try, saying that the file could not be found, or words to that effect.
I unpacked the files into the same folder where I keep MAME itself, though, so I'm not sure what's wrong.

I'm sure this is a rookie's mistake; but then, I AM a rookie. Can anyone help me out?
