New video card or whole new system?

So Im running a Veriton 5700G as my arcade emulator.

Everything runs smoothly, however Im running the pc versions of Tekken x Street fighter and Street Fighter IV.

These will run smoothly with most details etc turned off..

Below are my current specs, Would a new video card improve much or would it simply be a waste of $ and be better to get a whole new (faster pc)?

3.2 Ghz Pentium 4 Processor
4gb ram (though running 32 bit XP)
500gb hdd
Nvidia Galaxy 1GB G210

Rest of stats are standard 5700g
