Better explanation: during _testing_ of the new MAME build tools, QT4 was included with the packs put together. Those who had access to those might be wondering where the QT4 packages went, so now you're being pointed to where.
And yes, the QT4 inclusion during testing was mainly to make it easier to build QMC2, that's how tight QMC2 is with MESSDEV 
(You have to hand it to a front-end that has been able to find many emulator bugs simply by trying to press all the buttons and use all the options  )
